While many reports claimed that the Qatari Prime Minister Sheikh Mohammed bin Abdulrahman Al Thani snubbed Vance, the US delegation said that the duo had already been in a meeting with each other, prior to this photo-op. Therefore, there was no need for them to re-greet each other.
