Dubai Room-Sharing Rules Change: Heavy Fines for Violations

Dubai has introduced new regulations for shared housing, requiring units used as shared accommodation to obtain an official permit. Only the property owner or a licensed establishment can legally lease a shared housing unit, while tenants cannot independently rent out rooms or parts of the property.
Violations can result in fines ranging from AED 500 to AED 500,000, while repeat violations within one year can lead to fines of up to AED 1 million. The law takes effect 180 days after its publication in the Official Gazette, with the effective date expected around August 26, 2026.
