ISRO Tightens Exit Rules After Wave of Scientist Resignations Raises Concern
India's space programme is facing an unexpected talent challenge after more than 100 scientists and engineers reportedly resigned or opted for voluntary retirement from ISRO and the Department of Space in recent months. The departures, many involving personnel linked to critical missions such as Gaganyaan, prompted the government to introduce stricter rules governing resignations from key projects. According to official directives issued by the Department of Space, resignation and voluntary retirement requests from Group 'A' scientific and technical personnel working on mission-critical programmes will no longer be approved routinely. Instead, such cases will require higher-level scrutiny before any decision is taken. The revised policy effectively reverses more flexible exit procedures introduced in 2020.
Reports suggest the recent departures have been driven by higher salaries, faster career growth and greater recognition offered by India's rapidly expanding private space sector. Start-ups and aerospace companies are increasingly recruiting experienced ISRO scientists, creating strong competition for talent. Despite the exits, ISRO has maintained that ongoing missions, including Gaganyaan, Chandrayaan and future planetary projects, remain on schedule and will not be affected.
The development has also highlighted a broader manpower challenge within the Department of Space, where nearly three out of every ten sanctioned posts are currently vacant—the highest vacancy rate reported in 25 years. Experts say retaining skilled scientists while continuing recruitment will be essential as India prepares for a series of ambitious human spaceflight, lunar and Mars missions in the coming years.
